Connecticut Expands Home Heating Assistance as Energy Costs Rise

As cold weather approaches, low-income households across Connecticut can now apply for vital financial support through state-run energy programs.

Applications are officially open for the Connecticut Energy Assistance Program to help eligible families manage their utility bills this winter.

State officials anticipate a surge in demand and have expanded benefit funding accordingly.

The Department of Social Services estimates the program will assist roughly 94,290 households this season, up from 84,700 last winter.

Lawmakers approved a $94.2 million funding package in August, marking a 3.3% overall increase in spending for the 2026–27 heating season.

Eligibility is based on household size, vulnerability, and income, targeting those earning up to 60% of the state median income.

For a family of four, the income limit now sits at $93,681, up from $91,854 last year.

Basic assistance payments will range between $355 and $705 depending on income tier, compared to last year's range of $295 to $645.

Vulnerable households—defined as those with seniors aged 60 or older, young children under 6, or individuals with disabilities—qualify for higher base amounts up to $705.

Additionally, vulnerable families facing severe financial hardship can receive up to three extra emergency crisis payments of $430 each, bringing maximum potential aid to $1,995.

Renters who pay directly for their heat are also eligible for dedicated rental assistance payments ranging from $90 to $140.

Approved funds are sent directly to utility companies and fuel vendors to cover oil, natural gas, electricity, propane, kerosene, coal, or wood.

The expansion comes as heating oil prices average $5.025 per gallon statewide, according to the Connecticut Department of Energy and Environmental Protection.

This reflects a sharp increase from the $3.256 per gallon average recorded during the same period last year.
