Understanding New York’s STAR Tax Relief Program
New York State has a special program to help people save money on property taxes, especially for school costs. This program is called the School Tax Relief (STAR) program.
It was created to make living in New York more affordable for families and seniors who own their homes.
What is the STAR Program?
The STAR program started in 1997 and was updated in 2016. It helps homeowners by giving them credits on their taxes instead of direct discounts.
With rising home prices and higher property taxes, this program is important for many people. By 2025, STAR is expected to help more than 2.5 million households in New York.
Types of STAR Benefits
There are two main versions of the STAR program:
- Basic STAR: For most homeowners.
- Enhanced STAR: For seniors (people age 65 or older).
To qualify, your property must be your main home—a place you actually live in, not a second home or a rental property.
Who Can Get Basic STAR?
- Any homeowner whose home is their primary residence.
- There is no age requirement.
- For the Basic STAR credit, your household’s combined annual income must be $500,000 or less.
- For the Basic STAR exemption, the income limit is $250,000.
- These limits are based on your most recent tax return.
- Married couples can only get one STAR benefit (unless legally separated).
Who Can Get Enhanced STAR?
- At least one owner must be 65 or older by the end of the tax year.
- Exceptions exist for some widows or siblings living together.
- The income limit for 2025 is $107,300. This amount increases a little each year.
- Everyone listed as owners—regular or part-time residents—and their spouses, must add up their incomes.
- Seniors in nursing homes can still qualify if no one else lives in the house.
How Much Money Can You Save?
The amount of tax relief depends on where you live and your property value. In 2025, here’s what you can expect:
- Basic STAR: Most homeowners get between $350 and $600 back. It can be slightly less or more depending on your area. For example, in New York City, it’s about $274–$278, while in parts of Nassau County, it’s up to $630.
- Enhanced STAR: Seniors get more back—usually between $700 and $1,500. In New York City, it’s $730–$743, and in places like Westchester County, it can be $1,200 or more.
For many households, this program can cut school-related property taxes by up to 45%.
How Do You Apply?
Applying for the STAR program is simple. Just go to the New York State Tax Department website (tax.ny.gov) and follow the steps.
You’ll need to provide your personal information and proof that the property is your main home.
By 2025, more than 1.5 million people in New York are expected to benefit from this tax relief, helping those on fixed incomes and those facing rising property costs.
